How do I calm my baby’s inconsolable crying?

She is 7 months old. I believe she is teething. She’s been crying on and off since we put her to bed at 7pm. She calms down for a bit and starts up again. We tried soothing, rocking, teething rings, a cold wet washcloth, Tylenol, distraction with toys, a pacifier, and nothing has worked yet. Any suggestions?
